Most? I guess this is a wrong assumption, otherwise, majority of the gamblers are addicted and it would be stupid if the government will not preventive measures on this. I believe if a country is full of addicted gamblers, it will result to banning the gambling operations. But look at the gambling industry now, it's growing, that means the government are supporting it, but we can't really prevent that there are people who gets addicted to it, but you are wrong with saying "mostly", maybe few of them, that's more accurate.
