This isn't the right way to ask questions when it's a clear scam site.
People fall for way more obvious scam sites than this one all the time so I don't see what's wrong with him asking about that website.
Keep in mind that not everyone who asks about dodgy website is automatically trying to seceretly promote it as there are people around here who are gullible and not capable of figuring things out for their own so better to ask here than get scammed.
