It is possible to get a refund in certain altcoin projects (its a rare thing but I've seen it happening) but if someone asked you to pay an additional fee in order for you to get your money back, then its certainly a scam attempt.

Don't send him additional $280 and consider that $100 you already sent as a lesson (and a cheap one I might add).
