I am trying to sent testnet Bitcoin through raw transaction and this is first time I use this and that's why I faced difficulties for completing this challenge and complete transaction

I got a knowledge from YouTube and some thread which was created past on Bitcointalk

But know  I have problem I don't know to change fees amount where I add code on console

This is correct or not? and where I can adjust or change fees amount
