Humans are wired to crave dopamine. There's a biological drive for humans take hard drugs but we usually reason against it because of the side effects and opt for safer sources of dopamine.

A society that's deteriorating with lack of culture has a higher incidence of drug use. It's sad to see.

What do you exactly mean with "lack of culture"? Did you mean lack of education instead? Because I don't see where the correlation between culture and consumption of hard drugs is, to be honest. The United States could easily be one of the countries with the most culture (because of the influence of immigrants from all over the world) and yet, they are the top consumer of hard drugs on the planet.

On the other hand, it is true we all human beings are by design ways looking for sources of dopamine, but that does not mean we will go all in for the sake of it and directly step into the realm of hard drugs and opioids. People very desperate to feel anything are those who are the easiest to fall victim of those heavily addicted substances. And once they are in, it is difficult to go out.
