Proof is not needed here, I also saw some members (not DT specifically) are giving neutral to some members just because they think they are fishing merits and they write in neutral that they are giving this person neutral just because they think he is fishing until that member won't react I will leave my neutral till then, I won't mention the names here, as it's a little hard to find them at the moment and believe me when I saw those neutral tags, this rule of admin comes to my mind, but OP made courage to ask it here.

I will leave the proof part on the OP, as he/she started the thread so. Besides that I respect every DT's decision, this is just a question.
