This isn't our job, we've cyber authorities who an able to catch them but I don't think so if there's someone who can able to stop them.
Every time they've different tactics of scamming or deceiving people just to earn money.

Knowledge and Awareness are the best weapons how to avoid scammers and hackers.
If you've all of this I mentioned above, I think it's barely happened that you'll scam.  Implement privacy and security in yourself which the ideal for every one of us to have.
