This is all because of Tod Boehly mistake in purchasing players, all Chelsea fans know and are fed up with the player purchasing policy which is very wasteful but the results do not match what is produced. For example Mudryk who had only played around 20 matches at Shakhtar Donetsk, was bought for an unreasonable price. Apart from Caicedo, Fofana, Lesley Ugochukwu are also the same and there are many other bad purchases since Tod Boehly during his time as Chelsea owner.
So don't be surprised that this season they are really unstable, even though being able to hold Manchester City to a draw is not a guarantee that when faced with other clubs the results will be different. A club as big as Chelsea demands to exist in the EPL must be higher but Boehly doesn't realize that.

Maybe you blame the owner for not bringing a good manager to the club, the list of players they have recruited into the squad are not doing so bad. Pochetino Mauricio should buckle up the squad, right now, they have a good set of midfielder's and also defenders, ( Maybe they should sign someone to replace Thiago Silva )
Fofana and Ugochukwu would definitely be amongst those listed to be sold out during the transfer window. If Pochetino is to be the manager for them next season, he'll have no option but to prioritize the signature of a new number nine.
One thing I know is that, If Chelsea can play Liverpool the same way they did against Manchester City then they will definitely be able to win the Carabao Cup Competition ahead in the next few days!
