I just assume the final dentist is there to maintain balance and heep the companies on their toes to keep improving. Then when I overthink it, I think it's a gimmick; they expect the public to call their bluff if they say all dentists recommend it, so they say 9 out of 10, which has a ring to it.
We are lied to in a lot of ways including very essential facts that do not add up with actual math and actual science.
