Again, your provably fair system is not provably fair. when a bet is made, we supply the client seed, you take your server seed and add the time to it. we do not know what exact time is supposed to be added to it.

everyone should consider the following possiblity:
- player makes a bet
-server receives bet with client seed
- the bet took place at approx 22:30:00
- server tries all 100 combinations of the number that is added after the seconds (ex: 22:30:00:15)
- for each of these 100 numbers, server calculates the lucky number (ofcourse with our custom client seed)
- server finds a number for which the player loses
- that number is published as the time

I am not saying that this is what OP is doing, BUT THIS IS NOT PROVABLY FAIR!!
