For me, it is hard to tell who will win between Chelsea and Tottenham Hotspur because their strengths are almost the same now, but they will score against each other.

Chelsea was the first team to hand over Tottenham Hotspur first defeat this current season. Perhapes the game was big test for the Lillywhite new coach, Ange Postecoglou. He experienced defeat and since then, the team's shape have not been the same, they struggle in every match and now they will face the one-time tough opponent, oh the match got postponed.
I think the discussion should centre on the EFL Cup final between Chelsea vs Liverpool not against Tottenham since that match has ben postponed, however I agreed that Chelsea had always play well and comes out with positive results against big clubs, for instance this season played draw with Liverpool, Man City and Arsenal respectively and broke Tottenham unbeaten records this season, however the team always struggle against mid table clubs, to me EFL Cup final match outcome is dicey partly because of injuries to some Liverpool key players and Chelsea too is an unpredictable club and with the final to be played in a neutral ground definitely the outcome could go either way.
