I do not see purging or eradicating insecurities as the work of the government because at the end of the day it is still the common man that is responsible for the insecurities.

Fighting each other, stealing from his fellow common man, kidnapping his fellow common man and many others. All of these aren't done or sponsored by the government but GREED. As a matter of fact the government has little contributions to insecurity. Humans have refused to work but become bent on hurting his fellow man for survival.
