What will you achieve by making that extra transaction?In that way, you would have to pay fee for two transactions and you would waste more money on fee.
Obviously it need first to verify if there is still nods that will allow broadcasting tx with fees bellow the minimum!!
Nodes can have different own settings and there should be nodes that allow you to broadcast transactions with lower fees.
