I always wondered about (Stake) wagering count.

It's the wagering count are counted the total amount we are spending for the bet or the amount we are win in the bets. Some example, for easier understanding of my question
- I place a number on roulete 37 number with total 37$, with losing -1$.

Which one is counted as wagering for these case? 37$ or the 1$. I have a little bit experience on (bonus) in some other casino while they only take the win/lose for waggering.
