May be because you click post more then once.
or I get a message like above or "wait 360 seconds"
That's is to avoid spammers to create multiple accounts and then just spam nonsense and IMO it's a brilliant idea! And for those who have good intentions it will disappear in a couple of days or a week.
You already earned yourself some merits so you will reach JR Member when you have reached 30 posts and then the limit should be gone or much lesser.
