Where does it say that the addresses on the first 6050 were locked/frozen? As far as I know, only the coinbase transactions in the first 6050 blocks were.

In the Ixcoin wallet, go to Help tab > debug window > console and type "help" you can see all the commands available. One of those commands is fundmining. That's the feature to add IXCoins to the mining fund.
