The position of gambling is well defined in UAE and Saudi Arabia. All forms of gambling, whether cards, physical or online gambling are illegal and prohibited in these countries based on religious grounds and anyone caught gambling may get imprisoned, fined or flogged.

For a country that has no gambling laws, gambling is not illegal. The gambling law is what guides the citizens and when it's non existent, then they're free to gamble.
