As long as there’s no law prohibiting this kind of activity you can consider it as legal.
The government can only act if there’s a law for the restrictions but without them, they cannot do any actions against it. Just like in crypto in my country, it is not illegal nor legal but still there is no harm to use it and the people can freely transact with it, in short it’s legal but don’t have any papers yet for its legality.
