Sorry, but are we allowed to make just one guess ?  Considering the range (10,000) I don't  think that even someone will find it!

What if each user get the right to make one guess per day or per week..  set the calendar at UTC time to keep the thing simple, for example each user allowed to place one guess per 24h.. between [00:00 and 23:59] !
