Where is this hypothetical nation exactly? As all the countries currently in existence have been around for quite a while now, or at the very least inherited or formed versions of laws since their independence. It would depend on all their other laws quite frankly, if they had a law that said unless we have ruled on it there shall be no illegality, then yes you would probably be able to play. If they created a law that assumed anything connected to chance combined with money is illegal or including real world casino locations, then you would assume that they'd stretch it so online offenses would fall into the same bracket. It didn't sound like a very complex issue for those country examples you gave, as their religion and religious government has explicitly forbidden it with little chance of changing that.
