I don't think Gadaffi's Libya and Putin's Russia are comparable. And Putin now has idea how the west works do destroy a nation.
It's not as easy to buy off Russian nationals and they have a much better counter espionage network.  And more of all, they would not want to destabilize a nuclear power.
