What are you even basing this on? They've won 5 out of 6 games in the group stage and had 1 draw. They've won 3-1 aggregate against Lazio and are now in the quarter-finals.
You're probably thinking this just because of the fact they're losing the league to Bayer Leverkusen, currently being 10 points behind. That's true, but it's not about Bayern being weaker than in last season, but it's due to Leverkusen playing exceptionally well.
The average points/game in league games for Bayern is 2.31, in the last season, it was 2.09. If they keep their performance consistent, we should expect them to finish the season with 78 points, while the year ago, they won the league with 71 points.

For me, Bayern Munich this season is bad, indeed the winning average is good but overall it is not good. Many people say Bayern will win against Arsenal like they have done in the past. However, they did not realize that this season Arsenal had developed very rapidly against strong opponents. Arsenal are the only team this season to have beaten all three of last season's European champions. against Man City, 1-0, against Sevilla, 2-0 and 2-1, and against West Ham, 6-0.
Several seasons ago Bayern Munich were great, but not this season. They basically lost in the league to Leverkusen, were knocked out by a non-league team in the DFB Pokal, lost their country's super cup to Leipzig. Meanwhile Arsenal are in first place in their league, knocked out by Liverpool in the FA Cup, winning the Community Shield this season. The first leg will also be held at the Emirates, if Arsenal wins 2-0, 3-0 or 3-1, and Arsenal only needs a draw in the second leg. Arsenal is the best team in attacking and defending simultaneously. This type of play will improve the team to be able to beat Bayern Munich.
