Nobody will want to risk and not even get a free 1 bitcoin which is being offered (somewhere 
). I mean 1 bitcoin is a big amount and i do not see why people will take 1 bitcoin and walk away.
Those who are willing to gamble and hope to make 5 Bitcoins are those people who are either very rich and one bitcoin does not mean much to them. Or the other thing may be that those people aren't aware of the risk involved in gambling and hence they only tempted to take risks for an amount as big as 5 bitcoins.
We can classify those people as greedy who opted for 5 bitcoin here in this scenario. However, if we look at the voting results most of people will prefer guaranteed 1 bitcoin over a risky 5 bitcoin.
Maybe some people wants to risk their free 1 bitcoin by playing gambling to increase their bitcoin amount. But no one will offered bitcoin for free because bitcoin price now is high. If someone offer to gives 1 bitcoin to people, people doesn't have to used it to playing gambling because that have a risks to lose all of the 1 bitcoin. It's better they takes 1 bitcoin and selling at the price they wants and used the money for their lives. That will be better for them as they doesn't have to risks by playing gambling because gambling will not gives a big chance to make money for them.).
