Liverpool might take advantage if Manchester City and Arsenal draw, but I'm sure one of the two will win the game and I'm picking Manchester City to do it. Manchester City have home advantage and the record, but that doesn't mean Arsenal won't surprise.
Games immediately after the international break are usually very tricky, managers have to assess their players to know who is fit or not and also to know the players who are fresh in their minds and ready to go again. City had a couple of injury scares during the international break, though only two of those players (Walker and Stones) missed training today.

These injuries could have an impact on the game, Saka also pulled out of the England squad, i think footballers are made to play too many games, and it is taking a toll on them. City hardly lose at the Etihad, and that home advantage could be the reason they get over the line, but what is likely to happen in this game is a draw.
A draw sounds fair for both of them, considering that Arteta and Pep Guardiola don't seem to have a complete squad due to injuries. It is true that it will be very difficult for any team, including Arsenal, to beat City at the Etihad, regardless of the ambitious background that both teams have. But whatever the result, Liverpool will most likely get a blessing from this match.

Of course Arsenal have the attributes to cause a surprise, they have also proven they can beat City, and Arteta fleet has the opportunity to do it again. Apart from that, this is the attraction, where City will try to take revenge against Arsenal and at the same time they can move up one ranking, if Liverpool stumble then City will automatically take over the top of the standings.
