Major difference may be that Everton pleaded guilty and those clubs did not.

Probably these clubs have slightly different weights and if City can afford to send the League to hell (without providing the requested audit if I remember correctly) then Everton understands that if they get impudent they will quickly find themselves in the Championship or even lower

Unfortunately, cheating clubs have long taken the position of “too big to fail” and everyone understands this. In a war with a potential Super League and the Saudis, even if tomorrow City is caught bribing referees/fixing games/collusion with bookmakers, they will get away with it.
