Even if you backup your seed phrase offline in many locations, it is possible that kind of flood can lead to permanent loss of your offline seed phrase.
There are many metal storage backup tools designed specifically for such geographical locations that suffer from natural disasters. These tools will not rust if exposed to heavy water caused by floods, but the person responsible for keeping them in a safe and secure place. They are light in weight, making them easy to carry. If these tools are deemed ineffective due to high flood strength and will cause the backup to be lost if the house in which the person lives is still underwater, then there is no problem in uploading the encrypted backup copy to the safest cloud storage, such as GoogleDrive and stay away from unreliable storage websites. Your backup can also be uploaded to a protected RAR file with a strong password. However, your email should be secure and well-protected because hackers cannot access your backup unless you do something that makes them hack your email and device. Although online storage is not the safest and most ideal idea for preserving sensitive information such as seed phrases, perhaps there is a temporary solution, and when the flood ends, you can delete your online backup and be content with the tool you have.
