However, if a person gambles for fun and entertainment while having limits and a budget, they are usually under control and have good control over their emotions.

So much entertained by gambling that these people don't realize that they are now slowly reaching the level of gambler from casual, to regular, to heavy, and will end up addicted. Since they are gambling for fun therefore they want to continue that fun. Since it's gambling they will throw away money here just to make fun. I don't think these people will have good control over their emotions. Regardless of the purpose why they gambling, emotions are part of it, and no excuse. If these people who considered gambling for fun will win at some point, for sure they will continue. If they lose, for sure they will attempt to chase those losses. Not much different from those people who treat gambling for other purposes.
That happens only if you are an irresponsible gambler and you don't have any control over yourself, you don't have any limits for your time and the budget that you will spend on your gambling activities, however, those who have these things wouldn't get hooked up easily because they stop when they have reached the limit for the day or week or month, and they come back again only when their limits have reset and now they can gamble again.
Gambling for fun and entertainment means you have no extreme emotional attachment to it, you go to the casino casually having $100 with you, you start gambling, and have a good time, if you lose your $100, you get out and go away until you get your budget reset. That's how responsible gamblers gamble.
