Do we assume it is still one of the money laundering strategies that the government intentionally creates loopholes in other to steal the public funds? Because even after the implementations and execution of Such projects, the same governments clamours that the nation has run out of funds after giving accounts of those irrelevant executed projects.

There's so may like this in our country which is considered a third world country, the ombudsman and the auditor of our country can be bribed which is why  there are unfinished and sub standard works like the national road and highways and there are a lot of white elephant projects, these are the corrupt official cash cow.
One of the biggest corruption by our government official is selling our rice buffer stock intended for calamities at a   much lower price.

Corruption and money laundering is very rampant in a third world system because the officials can be bribe, officials enrich themselves and use their position to make money.

This is the reason why on a third world country there are so many poor people and the gap between poor and the rich is very wide, the projects intended for projects for infrastructure are pocketed by corrupt officials.
