Their struggling performance in the league and them being in a tough group make it an impressive campaign in Champions League. They make themself look different when they perform in Champions League compared to when they perform in Bundesliga. I think they have bigger chance than PSG to reach the final considering their performances in their previous round where PSG lost at home and won away against 10-men Barcelona, while Dortmund gave a proper fight to win against Atletico Madrid.
Bayern Munich have a tougher task, because they have to play against Real Madrid. They didn't show their consistency not only in Bundesliga, but also in Champions League knock out stage. Lost against Napoli away and unconvincing win against Arsenal make them not favorite to win against Real Madrid. Leverkusen being favorite in Europa League makes Bundesliga reckonable as a competition. This season might be the most competitive season for Bundesliga.
