I don't believe that there are countries that are sincerely unable to provide for themselves electricity but the major issue with such countries is corrupt minded officials who would not contract the right people to do the job of providing good and cheap electricity. Something else is that embezzlement is usually the order of the day when contracts are awarded to get expatriate to do jobs especially in Africa. In such contract, there is a middle man or a fictitious business name or company somewhere that would stand in as the contractor but with deeper research it will be revealed as the companies of one of the people in government, so everything keep going in circles. Thus, a country without proper and cheap electricity is always in shabble and doesn't progress because electricity is the main hub for manufacturing and economic development, this is why the third world countries are still where they are.
