Many of us use alternative DNS providers to avoid ISP blocks on websites. For example in many countries it's not illegal to gamble on any casino, but the ISPs block it for other reasons such as being located abroad etc. It doesn't mean it's a bad casino or that it's illegal to play there, just that the providers didn't bother with country specific bureaucracy.  

Maybe there's a specific domain operating for Stake under a different license for your jurisdiction:
https://stake.com/licenses or stake.us for the United States.

But if Stake itself gives you a warning and not just a DNS block, then indeed it is a valid and you should consider it. Maybe some people use VPNs but it's not guaranteed to work.
