BTW US federal government (the entity that "pours money [into Ukraine]") typically doesn't clean city streets. That sort of shit (no pun intended) usually is the responsibility of the city government. And if the city of San Francisco (i.e. its residents by proxy of their elected officials) likes their shitty streets - that's their constitutional right.
