And also from what I understand, since the OP can unlock a topic locked by a mod, a post by the staff member that took the action would prevent misunderstandings.
As of last I read about locked thread this is not possible. After the moderator or administrator closes the topic, the creator of the topic can not unlock it. If the creator tries to unlock the topic, he will receive a message:
