It's not about having access to the internet, but when you earn money and try to withdraw it or cash it out, that's when you get in trouble.
And, businesses are for those who have money to spend and not for those who are looking to earn money and grow financially.
I think it is better if you state the country so that we can get a better idea. I find it very hard to believe that if you earn money on the internet and declare it, paying the corresponding taxes, they won't let you collect it. There are many people on the forum from poor countries earning money and being able to spend it, so unless you make your story more specific it doesn't ring true.
Yups right I agree with your suggestion, because after all it is really very difficult to identify what is going on when someone says it in an abstract and difficult to understand way, but from the story in question it sounds like he is in a place that does not want him to live, or there is no food that can be eaten to stay alive which is simply a very desperate situation, but on the other hand I am not too sure that there is a country that really makes its people always difficult by not giving access at all to be able to progress or develop better for the lives of its own people. Basically everyone has the right to develop as long as they do it in a reasonable way, or in a way that does not violate the rules of the country.
