I believe the issue isn't related to the online gambling ban in Thailand. Isn't there anyone from your region who have completed those steps of KYC verification at Stake? You can seek for the information from
Stake forum if you don't know anyone from Thailand who plays at Stake.
Reading what's quoted above and what OP said on the opening post [quoted below the line], I think they reject that simply because the document were written in Thai script [thailand's letters] instead of in English. They require every document to be written in alphabet and in English language.
