My idea is basic and exists in some European countries, the only difference is the addition of a blockchain to pay for something that in many countries people already do just to keep their home/city clean. This is the most difficult part of the proposal.
Of course it is difficult. Imagine wanting to inform the government of your CO2 usage each time you needed a code to fill up at a gas station, or have six different home assistants you need to talk to in a certain order to get things done. No one wants useless bureaucracy.
What value is there in knowing that Bob picked up a piece of garbage on this date at this place? Is there a forensic need to identify a T4 from a decade ago?
There is no value, so a blockchain is not needed. A simple database can do what you want, and they can be as distributed and as protected as you need.
