After 600 (not sure the number) reported posts you get that button "report history".
You get to see your report history after 300 good reports. Not just reported posts, you need to get at least 300 reports marked good.

I would like to add that if a user has 25 or more reports, the good/bad/unhandled reports indicator is activated.
