If I understands it correctly, it was like the program has been abuse, but even though it's currently cancelled, in a statement as provided in the link you shared, they promise they'll return with a better system.
It's seriously weird that they didn't anticipate this considering the fact that they have been in this business for several years now. Abusers are lurking everywhere and they try to sniff out any opportunity wherever it is.They should have prepared themselves properly by following strict rules in order to differentiate effectively between legitimate members and abusers.
Maybe they know but its just exceeded a lot than they expect. But for sure they are sorting all things out and figure out what best solution to filter out those real users and those pure abusers when they open up again the VIP transfer.
