If I understands it correctly, it was like the program has been abuse, but even though it's currently cancelled, in a statement as provided in the link you shared, they promise they'll return with a better system.
I really don't think so. When you launch a program a first time, it's necessary to have a breaker to hold it for assessment before re-open it. I see it is normal, not strange, and less probability for abuse as main cause of their program suspension.
It's seriously weird that they didn't anticipate this considering the fact that they have been in this business for several years now. Abusers are lurking everywhere and they try to sniff out any opportunity wherever it is.
They should have prepared themselves properly by following strict rules in order to differentiate effectively between legitimate members and abusers.
No person, no business team can know everything and there are always unexpected things happen so it makes sense to hold it temporarily for deeper internal analysis on what they have gotten so far.
It's their carefulness that is good for their business and I see no harm with this suspension.
I really think that it's non sense if we continue to speculate what happened. They will announce us to know if the program will be re-opened and if not, they will also let us know.
