For the filter data we can make a threshold (RANK + WAGGERING Amount on the account)). However, we still needed to verify the accounts really belonged to the person who are submitted the form. Cause, we don't want abusers taking someone's account randomly in some casino.

I used to be a support staff but as a middle man between the corresponding team like Compliance team and customers, so I understand his hassle.
During and early months after the Covid-19 quarantine, lockdown, there was bottle neck and congestion in customer KYC submissions on that platform. They have to wait like days, weeks to be verified and handle some other issues.
The team already said reasons and I agree with you too, check and verification to come to approval of VIP transfers must be done correctly. It firstly helps to avoid abuse and secondly to help the team use their budget more efficiently.
