I suggest you to have a hold of the operations of the site, resolve the technical issues first. My understanding is your email service is not working properly. Consult with a good site administrator and find the solution. Once everything tested and back in functional then open the site again.
You already is loaded with backlog, keeping the site open will create more backlog.
