The best "cure" to the problem is to educate people that buying this crap is a waste of money and a con. That would eliminate the incentive to create it in the first place.
I think you have too much fate in people knowing how to do the right thing. Give them a free McDonalds burger and some fries, and many will agree to do whatever you want.
Have you seen that video of the woman who gave away major clues about her password? A news reporter asked people what kind of passwords they use to protect their online accounts. This woman is on camera saying she uses secure passwords and combinations of the school she graduated from, her street address, and her age (I am not sure about the last thing). The interviewer then proceeds to ask her several questions and she basically tells the audience where she went to school, how old she is, and where she lives. Good luck in your education attempts.
