I think it just means that the address is from a newly generated account that still hasnt received enough XRP funds for "Reserve". You can read more about reserve requirements in XRP here:

No. You just have to fund the new address with enough XRP to be able to use it to send.
To have an account, an address must hold a minimum amount of XRP in the shared global ledger. To fund a new address, you must receive enough XRP at that address to meet the reserve requirement.
