The decreasing amount of agricultural land and people preferring to work in office jobs means that villages are becoming increasingly abandoned, because they think that working in the city can change their fate, where farmers are thought to not be able to make much money. Therefore, how can the government improve the welfare of farmers, so that many people will be interested in farming. With so many successful farmers, it will be attractive for the younger generation to cultivate the land with current innovations
You also have to look at this in more detail because not all people have land that they can cultivate for any kind of farming in their own area, because those who prefer to try other fields such as working in government offices are those who mostly don't have their own agricultural land. So they choose to try in other ways, although this is also starting to be followed by people who have agricultural land because of this perception in society which has started to spread at this time.
But if what is meant is for a country like Nigeria, I think you have to research it differently because each country's economic and agricultural conditions are definitely different.
