Every team are welcome for signing Lukaku in winter transfer window opening if reach Chelsea bid offer 38 million euro,
Chelsea head coach Enzo Maresca seems not including Lukaku as his game plan for next season have official announced for selling him to interested club want to sign Lukaku.
Not easy for selling Lukaku to Saudi Arabia club because he want keep stays with European teams in this season, has two years contract left I think Chelsea not opening an option for loaning him and try to sell  Lukaku in winter transfer window if any club serious for signing him or put him in the bench until his contract over.
The price is too expensive for a player whose quality has declined, I don't think European teams will be interested in signing Lukaku if Chelea is too expensive, for the Saudi Arabian team it is possible because the Saudi Arabian team has quite strong finances.
Now it is reported that Napoli are interested in recruiting Lukaku, but Napoli's offer price is still below what Chelsea wants.
I think that however Chelsea maintains Lukaku's price it will be detrimental to them because they don't want Lukaku's services anymore so whether they want to or not they have to sell him so that he doesn't become a burden on the team.

I don't actually think that the price at which being set by Chelsea football club for the permanent transfer of Romelu lukaku away from the club is too ambitious, because if you look at the player in question, he is a quality player no doubt, why I believe that Chelsea no longer want his services is because they want a younger squad, and Romelu lukaku doesn't fit into that calibre, if not I don't think anyone in the current Chelsea attacking set up is better than him, even though he is a bit older.

And as for the Saudi Arabian sides, they are in a better position to sign him, just that romelu lukaku has really been adamant that he is not leaving Europe, if not, he wouldn't have even gone to Roma for the first place, but as in this particular transfer window, I think that Napoli will definitely sign him, especially in a scenario where victor osimhen leaves the club, but if that did not happen, and they were unable to sign him, then I don't think he would have no choice than to go to Saudi Arabia, since no other European team are coming for his services.
