Agree with what you say, Barcelona can start from the bottom again by recruiting young players who have good potential, because their finances do not support them at all in being able to bring in more experienced players because they have to spend a lot of money to get those players. Young players are getting a lot of attention now and they already have some good young players, so they should try again.
This is a choice they can make, because after all they are having a hard time now, so they have to think realistically instead of forcing themselves which could make them more chaotic in the future. A coach definitely wants the best for his team by bringing in important players, but management can discuss that and provide understanding for the coach. I think the coach will accept it, so he will think again about implementing other options that can make the team even better without spending a lot of money.
There is no other way for Barcelona other than to follow this path, but it requires a long process with all the risks for a team as big as Barcelona.
