In most case, people don't do insurance out of poverty but out of ignorance and adequate knowledge about it's important. If people really know it's important, I believe they will put priority on it just like we do for other things.
They don’t think it’s important because they have no money to dedicate for that.
Insurance is expensive and a lot of families will rather spend money on food, education or other things. This is unfortunate but it’s the reality. A lot of people do not put importance in their health until the very last moment. This has been a problem in my country.
