A couple of things that have caused me problems in the past with other coins:

-Be sure that the name of the conf file is all lower case.

-If you created the conf file with notepad, it may stick a hidden "txt" extension on it, so that its juggalocoin.conf.txt

Change your settings so that all file extensions all visible to check this out.
