I think you got all and completed answered with your Binance account disable for withdrawing, reset 2fa, change password or email make your account get disable for withdrawing until 24 hours later and actually this reminder have on the first page when you try reset with your account data detail. Don't be panic come back tomorrow or waiting until 24 hours and your account back to normal wit withdrawal working well, seems all exchange has the same rule when set up again 2fa, reset or change password will make our account get disable for 24 hours later because the exchange want to make its the real owner controlling with their account change.
