Research on Smartmeme lead us to a startling conclussion. The project is being run by Rily Thompson aka Raloo from MergeX. MergeX was his 2nd failed project. Everyone lost 99% of their investments in both previous.

c0mpletemage is the online handle that Rily (Raloo from mergeX uses). The e-mail c0mpletemage@gmail.com is Rily’s e-mail address that has been used to registered other websites and services.
I can confirm with high confidence that it is his handle/e-mail for a number of reasons:
1)        https://rust-servers.net/server/172640/ the rust server for MergeX is registered with this Handle.
2)        It is known that Rily previously had a project called TechGecko. That same project is also registered under that handle.
3)        A google search of https://www.google.com/search?q=c0mpletemage&client=safari&sca_esv=dda0afae0c3a96e4&sca_upv=1&rls=en&biw=2294&bih=1290&ei=tqltZsLaGJ-tseMPjvKu6Ag&ved=0ahUKEwjCje6W7d2GAxWfVmwGHQ65C40Q4dUDCA8&uact=5&oq=c0mpletemage&gs_lp=Egxnd3Mtd2l6LXNlcnAiDGMwbXBsZXRlbWFnZTIIEAAYgAQYogRIkQdQ4gNY4gNwAXgBkAEAmAHgAaAB4AGqAQMyLTG4AQPIAQD4AQGYAgKgAukBwgIKEAAYsAMY1gQYR5gDAIgGAZAGCJIHBTEuMC4xoAfhAQ&sclient=gws-wiz-serp#ip=1
Shows that there are other projects and pages under that monicker also in the crypto space, and also techgecko as mentioned above.
